EN590 10ppm: What Buyers Should Confirm Before Issuing an ICPO

EN590 ultra-low sulfur diesel dominates inbound buyer inquiries in international petroleum brokerage. It is also the product most surrounded by offers that do not survive document review. Whether a transaction closes or consumes months usually comes down to review discipline at the very start — before any ICPO is issued.

First, confirm the specification in writing: 10ppm sulfur content under the EN 590 European standard, referencing the edition the contract expressly requires — certain contracts still name EN 590:2013+A1:2017. Ask for a recent quality document referenced by the seller. A counterparty unable to name the specification edition it is offering against is rarely close to the product.

Second, establish the delivery structure early — and keep two ideas separate. Delivery terms such as FOB or CIF are contractual delivery terms. Transfer arrangements such as tank-to-tank transfer or tank takeover are separate logistics arrangements, agreed individually. Confusing the two is a common reason EN590 transactions stall after the offer stage.

Third, align the payment approach before documents move. Documentary letters of credit and standby letters of credit are common in this market; they are issued or advised through SWIFT bank messages — an MT700 issues a documentary credit, an MT760 issues a standby or guarantee. The instrument required depends on the contract and the participating banks, so treat any 'standard instrument' claim with caution.

Fourth, review the mandate chain. Each additional layer between you and the title holder adds failure points. We ask for authority documentation early, review it, and only then consider an introduction.

Buyers who arrive with a complete corporate profile, a precise specification, and funding capability appropriate to the structure receive clearer answers sooner — not because the market moves faster for them, but because document review is the bottleneck, and they have already cleared it.
